Accountant II needed for our Business Office.

Available immediately, permanent full time position. 

Classification - Confidential Secretary  - salary based on experience.  

 

JOB SUMMARY: Maintain accurate financial records for Business Office including accounting
procedures, policies, and federal and state regulations as they apply to paying bills, budget entry and
monthly reporting.

 

ESSENTIAL FUNCTIONS: Employee must have the ability to perform the following essential functions on a timely basis with or without reasonable accommodations.

 

FOOD SERVICE:

 

  • Maintain financial records by following the approved governmental chart of accounts for public education and the requirements for the USDA Federal meal program.
  • Maintain and balance general ledger by preparing a trial balance, verify accounts by allocating, posting and reconciling transactions.
  • Reconcile monthly bank statements in regard to daily school deposits and credit card payments made by customers; troubleshoots any deposit discrepancies with schools; follow up on returned checks.
  • Perform financial duties including reviewing invoices and processing accounts payable per awarded bids; posting deposits, recovering losses, reconciling accounts, meeting with auditors and completing adjusting journal entries.
  • Prepare and maintain monthly financial reports; maintains financial reports for Resource Management review for local audit, state audit and (3) year Administrative Review for PA Department of Education, Department of Food and Nutrition.
  • Maintain all financial records for all Federal, State and Local grants by following the approved governmental chart of accounts for public education and the associated regulatory compliance requirements.

 

 

GRANT ACCOUNTING:

 

  • Maintain Financial Accounting records for all Federal, State and Local Grants.
  • Prepare Financial Analysis for all Federal grants for submission of quarterly Cash Requirement Reporting as required by PDE.
  • Prepare Reimbursement Requests, including collection of all required supporting documents.
  • Assist in annual budgeting process
  • Assist with grant audits and monitoring performed by granting agencies.

 

PAYROLL ACCOUNTING:

 

  • Ensure accurate amounts are processed and documented for employee payroll, employee withholdings for federal, state and local taxes, employee benefits and retirement contributions, and employer benefits and retirement contributions on a bi-weekly basis.
  • Prepare fund transfer requests to make payroll and benefits/retirement payments on a bi-weekly basis.
  • Review and reconcile various benefits and retirement accounts, such as VOYA (defined contribution portion of the retirement fund), conventional PSERS (defined benefits portion of the retirement fund), and HSA (health savings accounts).

 

CAPITAL PROJECTS ACCOUNTING:

 

  • Track payments for ongoing capital projects in the district that are to be paid out of a capital fund.
  • Coordinate with external parties and other individuals in the business office to ensure payments are made timely to prevent disruption to project schedules.
  • Log payments throughout the year to assist with year end audit preparation as it related to fixed assets and ongoing construction in progress.

 

PROCUREMENT COMPLIANCE

 

  • Review compliance for purchases to ensure items are procured in compliance with applicable standards (i.e state regulations, federal regulations, grant specific requirements, etc.)
  • Maintain inventory of signed contracts and agreements.

 

OTHER:

 

  • Prepares Account Analysis and Journal Entries for any reclasses required.
  • Performs monthly bank account reconciliations for selected bank and money market accounts.
  • Assists in Annual Year-End Audit.

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary.

  1. Bachelor’s degree in Accounting, Finance, Business Administration or equivalent.
  2. 3-5 Years related Finance/Accounting experience.
  3. Experience in general ledger accounting and financial statement preparation required.
  4. Experience with financial software, E-Finance preferred, Excel spreadsheets and Word required
  5. Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code)
  6. Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code)
  7. Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994
  8. Submission of Federal Criminal History Record in accordance with Act 114 of 2006

D. Ability to lift and/or exert up to 20 lbs. of force to occasionally move objects.
E. This job requires the ability to observe, inspect, identify, and determine accuracy of written documentation and fine details. F. The position requires meeting deadlines with severe time constraints, interacting with staff and the public, and occasional, irregular, or extended work hours.
F. Some/occasional local travel may be necessary: Must be able to provide own transportation to school related functions/meetings, community agencies and schools throughout our service area.
G. The employee is frequently required to interact in person and by phone or e-mail with the public, students, parents, staff, other administrators, board members, and community agencies.
