JOB SUMMARY: A Benefits Specialist has knowledge of the various School District benefits insurance plans and benefits including medical insurance, prescription insurance, vision insurance, dental insurance, long term disability insurance, retiree benefits, COBRA benefits, life insurance, voluntary plans, School District 403(b) plan, workers’ compensation insurance, and unemployment compensation; maintains enrollment of employees in the various plans; and provides support and assistance to employees eligible for the various plans. Benefits Specialist assists employees with ADA request and FMLA and Non FMLA leave requests and processes and maintains required leave paperwork.
ESSENTIAL FUNCTIONS:
1. Maintain enrollment of employees and their eligible dependents in medical, prescription, vision and dental plans at the time of Hire, during Open Enrollment and any other Qualifying Change in Status or Special Enrollment Event, and dependents turning 26 years of age. 2. Review and update enrollments as needed following monthly/periodic reconciliations provided by the Assistant Director of Human Resources. 3. Create and update employee medical, prescription, vision and dental deductions, as required. 4. Provide letters and other forms as requested or required for employees (including PSERS Premium Assistance Forms, Medicare Eligibility Forms and letters regarding benefits coverage). 5. Provide COBRA information to resigning employees. 6. Provide Life Insurance portability and conversion paperwork to resigning and retiring employees. 7. Coordinate the long-term disability claim process for applicable employees including providing the paperwork to employees and preparing and submitting the employer portion of the paperwork. 8. Coordinate the life insurance claim process. 9. Assist the Assistant Director of Human Resources with the Open Enrollment process including communication, answering questions from employees and processing Open Enrollment changes. 10. Provide retiree benefits information to retirees. 11. Enroll retirees and their eligible dependents in retiree coverage and maintain their enrollment. 12. Utilize applicable software to bill Retiree and COBRA coverage enrollees at the time of retirement or resignation and annually, including assisting enrollees with coverage questions and
following up with enrollees who are past due in payment. 13. Complete Pennsylvania State Unemployment Compensation and the School District’s unemployment compensation consultant’s forms and requests for information on unemployment compensation claims as received and communicate as needed with School District departments regarding unemployment compensation claims. 14. Assist the Assistant Director of Human Resources with the unemployment compensation appeal process and communicate with the School District’s unemployment compensation consultant to provide documentation and information as needed for the unemployment compensation appeal process. 15. Report all workers’ compensation claims online. 16. Coordinate the School District’s investigation of workers’ compensation claims as needed. 17. Monitor and review all workers’ compensation claims and communicate with the workers’ compensation carrier, injured employees and departments as needed for active claims. 18. Process all 403(b) Salary Reduction Agreements, address 403(b) questions from employees and authorized 403(b) vendors, and finalize bi-weekly submission of 403(b) funds through the School District’s Third Party 403 (b) Administrator. 19. Finalize submission of bi-weekly HSA. 20. Ongoing communication and coordination with the Payroll Coordinator and Payroll Clerk regarding new hires, resigning or retiring employees, and employees on leave. 21. Set up deductions for PSERS for purchase of service buy back. 22. Participate in and serve as Secretary for the School District Workplace Safety Committee. 23. File all benefit documents and paperwork received for employees’ files 24. Support the processing of voluntary employee plans (AFLAC), including submitting montly invoice. 25. Support the Assistant Director of Human Resources in the completion of 1095 reporting requirements. 26. Coordinate ADA request documentation and assistance to employees. 27. Coordinate FMLA and Non FMLA leave requests, documentation and assistance to employees and provide timely notification to departments about employee leave statuses.

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary. 1. Knowledge of the principles, practices, and techniques utilized in payroll and accounting operations and activities and financial record keeping and related bookkeeping procedures 2. Strong computer skills required, including intermediate-level of knowledge of Microsoft Office. 3. Utilize eFinancePlus and other platforms and technology, as required. 4. Strong interpersonal, organizational, oral and written communication skills. 5. Strong math/accounting skills.

Some/occasional local travel may be necessary: Must be able to provide own transportation to school related functions/meetings, community agencies and schools throughout our service area. H. The employee is frequently required to interact in person and by phone or e-mail with the public, students, parents, staff, other administrators, board members, and community agencies.
