MAJOR FUNCTION: Provide administrative support and guidance for various operating departments and functions under the direction of the Director of Operations to streamline business processes and improve the overall efficiency of the Division. Major functions of the job will include budget and planning, divisional human resources and payroll support, reporting and analytics, divisional procurement functions, and process management.

 

ESSENTIAL FUNCTIONS: Employee must have the ability to perform the following essential functions on a timely

[Budget, Planning and Fiscal]

Budget Planning:
Consult with the Director of Operations and department-level leadership to draft annual spending plans and document justifications before the budget season. All budget documents, such as the initial proposed budget, target budget, and periodic budget-to-actual reports, will be documented in standard formats.

Recurring Budget Reports and Monitor Spending/Staffing Levels:
Become an expert in the District’s
Financial Management system and generate recurring, monthly and/or quarterly budget reports for the
Operations leadership team. Prepare Budget and Expenditure transfer requests.

Grants:
Plan grant spending with department-level leadership, ensure the funds are spent in accordance with the
grant guidelines, produce required and as-needed reports, close out grants on time, and respond to any grant-
related audit inquiries.
- Accounts Recevable:
Ensure the Operations Division collects all revenues from grants, transportation subsidies,
and facility usage fees.

Divisional Payroll:
Ensure strong internal control measures are established for the payroll operations. Ensure
accurate, complete, and timely submission of time and attendance reports to the Payroll Department.

Procruement and Accounts Payable:
Ensure strong internal control measures are established for the divisional
procurement and accounts payable opeations. Review and approve requisitions, assist in writing bids or RFPs
and evaluating results. Work with the Procruement Services to draft Board resolutions and help manage contracts
after the award.

- Management Duties: Oversee and coordinate the daily operations of the Operations Division, including supervising staff, assigning tasks, and ensuring the efficient execution of all departmental functions. Collaborate with departmental leaders to establish performance goals, monitor progress, and implement strategies for continuous improvement. Additionally, liaise with senior management to provide regular updates on divisional activities and contribute to strategic decision-making processes.

Recruiting support:
Support departmental leadership to fill vacancies with the best available talent.
Continuously improve the hiring processes to support hiring the best candidates.

 

[Use of Facilities and Work Order Management]

Use of Facilities:
Ensure the space renters are following the use of facilities procedures in accordance with the
Upper Darby School District policy 707.

Work Order Coordination:
Ensure the Operations Departments are completing maintenance and
transportation work orders in a timely manner. Provide support to expedite the services by providing managerial
reports and streamlining processes.

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty
satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training,
skills, and/or ability necessary.
1. Excellent oral and written communication skills
2. Proficient in various management systems, including but not limited to work order management system, use of
facilities management system, construction management system, or budget management system.
3. Proficient in MS suite and GoogleDoc suite
4. Unwavering commitment to students’ success and belief in the Upper Darby School District’s mission
5. Experience in educational setting is preferred, but not required
6. BA/BS perferred, but not required
