QUALIFICATIONS/REQUIREMENTS:  

                                                                                                                                                                               

ESSENTIAL FUNCTIONSEmployee must have the ability to perform the following essential functions on a timely basis with or without reasonable accommodations.

                                                                                                                                                                              

  1. Serves as CFO and overall responsibility for compliance of all state and federal financial reports.
  2. Serves as Board Secretary for the School District.
  3. Develops and administers the district annual budget in conjunction with the Administrative Team.
  4. Oversees the acquisition of all goods and services required by the District.
  5. Oversees and participates in the negotiation of all contracts with district employees (UDEA, UDESPA, TWU and UDASA).
  6. Oversees the negotiation/review of all contracts with outside vendors in excess of $20,000.
  7. Oversees the financing of all capital and lease/purchase projects.
  8. Has overall responsibility for the operation of the Maintenance, Transportation, and Food Service Department.
  9. Serves on the District’s Technology Committee.
  10. Oversees and Administers the District’s Insurance Program.
  11. Serves as District Employer Trustee for the Delaware County Health and Welfare Trust.
  12. Serves as Tax Collector for the collection of school real estate taxes.
  13. Serves as District Contact for all School Tax Assessment Appeal Matters.
  14. Collaborates with the Board Treasurer for the evaluation and implementation of the District investments.
  15. Overall responsibility for District Cash Flow projections.
  16. Engages in operational decision making as a member of the Executive Cabinet.
  17. Oversees all internal auditing procedures to ensure full compliance with local, state, and federal auditors.
  18. Collaborates on all payroll and benefit administrative matters.
  19. Serves as administrative representative for the Board Finance and Operations Committee.
  20. Serves as administrative liaison for the Supplies, Food Service and Finance and Budget Reports.
  21. Maintains all necessary financial records and files.

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary.

 

  1. Minimum of (5) years experience as a business administrator/manager and/or equivalent experience with business and administrative functions preferred. 
  • Bachelor degree in business management, accounting, finance or a related field required. (M.B.A. preferred)
  1. Knowledge of governmental accounting, payroll processing, PA school law, purchasing and accounts payable processes, risk-management programs, cash flow management, investment policies and procedures, and auditing procedures.
  2. Written and oral communication skills required for frequent presentations, etc.
  3. Candidate must be skilled in the use of current technologies.
  4. Candidate must adhere to all local, state, federal, and school code requirements for employment.
  5. Must successfully complete and maintain compliance with all federal and state background and criminal record check requirements.
